The POD Manager is tasked with the overall function of the POD. This means that they cannot assist every person individually. The Command Staff reports to the POD Manager so that everyone is aware of what is going on in the POD.

Each Lead staff Member and their staff perform specific operations in the POD. This means they know what they are supposed to do but not necessarily what everyone else has been charged with.

General Staff members are counting on you (as a Lead Staff member) to answer their questions and needs. This means they are not your resource for assistance the Command staff member which you report to directly is your resource.
